Agri-Food Permanent Residence Pilot Program will be launched in 2020

A 3-year permanent residence pilot program will be launched in 2020. Canada will attract the best talent with experience in Canada’s agri-food sector from around the world to fill labor shortages, across the country that will benefit all Canadians.

This Canadian permanent residence pathway and its Details on how to apply will be available to interested candidates from early 2020.
Agricultural exports will reach $66.2 billion in 2018 and launching this pilot program, contributes to the economic growth of  Canada as this sector supports 1 in 8 jobs across the country.
This new 3-year economic immigration pilot program will fill labour shortages, in the agri-food sector with the non-seasonal foreign workers with eligible job offers in Canada’s agricultural and agri-foods industry.
As Government of Canada says, industries such as meat processing and mushroom production have experienced ongoing difficulty in finding and keeping new employees.
Currently, farmworkers who come to Canada as a Temporary Foreign Worker are able to obtain only limited work permits and have no way to permanent residency. This new pilot goal is to keep in the country for the long term by providing them with an opportunity to become permanent residents.
This is the list of eligible occupations and industries under the new Agri-Food Immigration Pilot:

  • year-round positions for harvesting farmworkers in mushroom production and greenhouse crop production farms
  • general farm worker for year-round mushroom production, greenhouse crop production, or livestock raising
  • farm supervisor and specialized livestock worker for meat processing, year-round mushroom production, greenhouse crop production or livestock raising.
  • meat processing
  • retail butcher
  • industrial butcher
  • food processing laborer

2,750 applicants will be accepted for this program each year. IRCC said this program could welcome approximately 16,500 new permanent residents to Canada over the course of three-year.
Employers in the agri-food sector who intend to be part of the pilot will be eligible for a 2-year Labour Market Impact Assessment (LMIA) and Work Permit.
The Agri-Food Immigration Pilot follows other recent initiatives by the Government of Canada that aim to help temporary foreign workers transition to permanent residence.

Eligibility requirements for the Agri-Food Immigration Pilot program are as follow:

  • 12-months of full-time, non-seasonal Canadian work experience in the Temporary Foreign Worker Program, in an eligible occupation in processing meat products, raising livestock, or growing mushrooms or greenhouse crops
  • CLB level 4 in English or French
  • Completion of high school education or greater;
  • an indeterminate job offer for full-time, non-seasonal work in Canada, outside of Quebec.

The Pilot Program’s application guide will be released by IRCC in early 2020.
